Prescott Mayor Phil Goode discussed several topics in his updates on Facebook providing important information for the residents of Prescott, Arizona.

Prescott Board of Adjustments Meeting

The Prescott Board of Adjustments met Thursday, January 20th they approved a home-based child care facility for up to 8 children, a Conditional Use Permit for a new tattoo parlor on Miller Valley Road, and a sign variance for the new Culvers Restaurant on Willow Creek Road.

Boards and Commissions

The City Council Subcommittee on Appointments is seeking applications from citizens who are interested in serving on the Fire Board of Appeals. Applications are due to the city by 5:00 p.m. on Friday, February 11, 2022.

New City Hall Facilities

While purchasing the new City Hall facilities, the City of Prescott is aware that there were business leases that were already in effect. Tomorrow morning, January 25th, the city will meet with legal counsel in an Executive Session to discuss negotiations with the National Bank regarding their lease.
Council Study Sessions
The Council Study Session will start at 12:30 tomorrow, January 25th. First, there will be a presentation regarding the American Rescue Plan Act, regarding the Coronavirus State and Local Fiscal Recovery Funds. The City’s total allocation is 5.9 million which we will receive in two payments.
The US Department of Treasury has released the Final Rule for these funds and has provided additional guidance. With a clearer understanding of the allowable use for the money, the City will be able to decide the most prudent use for these funds in our community.
Next, on the Study Session agenda is the Discussion and Presentation regarding the proposed amendments to the City Code, Chapter 8-2, regarding Rights of Way. This includes permitting, franchise utility requirements, a new pavement restoration fee, and cease & desist orders. The proposed amendment is posted on the City website.
Finally, Council will hear the continuation of the proposed City of Prescott Draft Water Policy and Code Amendment. We heard Part 1 at the last Council Study session, and this week we’ll hear Part 2. The proposed policy is also posted on the City website.
Prescott City Council Meetings

The Council Voting Meeting will start at 3:30pm, in anticipation of an extra long Study Session beforehand. At the beginning, Council will be offering a Presentation to Public Works Director Craig Dotseth in recognition of the Arizona chapter of American Public Works Association 2021 Professional Manager of the Year. I personally want to offer my congratulations to Mr. Dotseth on this excellent and well deserved achievement.

We will also hear a brief update and presentation from the Prescott Downtown Partnership.

After the Open Call to the Public, Council will vote on the Consent Agenda, which includes approving some items to send to auction; renewing the purchase public safety software and approving two grants totalling nearly $700,000 from the Arizona Department of Transportation for Pavement Preservation Work at the Airport. The City’s local 10% share payment is about $70,000.

During the voting meeting, Council will consider a final plat for Astoria Phase 2, consisting of 84 Dwelling Units; a Preliminary Plat and water agreement for the Forest Hylands Townhome Subdivision with 22 lots.

We will also consider the purchase of a commercial Front Load Refuse Vehicle in the amount of $303,333.

Staff is seeking approval to apply for two grants, one for the Community Development Heritage Fund Grant and a S-A-F-E-R grant for the Prescott Fire Department.

Finally, there will be two updates, one on current legislation being considered at the State Capitol; and one on the Granite Creek Area Plan.
